By default the camera is off. It turns on when you open and application that uses the camera. When the camera is on you will see a tiny green light come on right beside the camera. If you want to disable it permantly you can put a piece of black tape over the camera or follow these directions to disable it in terminal.

This light will always be illuminated as long as the camera is connected to the computer, so it will go off if you disconnect it from the computer. If it must be attached to the computer, you can turn the camera away from where you're working, or cover the light with something so it can't be transmitted.
