The owners manual should have a detailed description of how to turn off the check engine light. Unfortunately the process is different for many vehicles. Usually a "scan tool" is required, available for purchase in most parts stores or at Sears. A local repair shop will do it for a small fee. Resetting the light without fixing a problem will result in the light coming back (sometimes only a mile or two later). Fix whatever causedthe check engine light (CEL) to come on in the first place. Most of the time, once the problem is gone, the light will go out after a number of 'drive cycles'.
Also, if the battery is disconnected for some time - maybe 15 minutes (?) - the computer will reset itself.

On a 1997 Mercury Grand Marquis : Check the Vehicle Emission Control Information ( VECI ) decal in the front of the engine compartment , for the type of spark plug used and the spark plug gap

under the hood, passenger side, between the engine and the fire wall. Look down.
The check engine light indicates that the computer has detected a "fault". Use a code scanner to find out what the computer has detected, that is PROBABLY the reason the engine is running poorly.
Check the ignition coil on the Marquis. Check the crank sensor as well. One of these is probably bad.
First check spark, if you have, then check the fuel pump for pressure.
check the bottom of the steering column
