You probably have a burned light bulb, either in the front or rear.
Push the button below them.
Put shifter in the "D" range.
Turn ignition on... depress gas pedal to floor three times in ten seconds. Turn ignition off then on. Knock on windshield four times and turn ignition off again.
The 1999 Dodge Avenger signal flasher relay switch is located beneath the drivers side dashboard. The signal flasher relay switch will be between the gas pedal and the brake pedal.
You have to unscrew the four brass nuts under the felt trunk liner. The light case pulls out off the back of the car then. Once off, turn the individual light housings counter-clockwise to remove them.

The Serpentine Belt needs to be tightend with the tensioner pulley (Idler Pulley)
