The Beetles have the two levers on the center console on either side of the emergency brake handle. One is the Heat on/off lever and the other is the floor/defroster lever.
Push the heat lever all the way down to the floor to turn it off.

First unhook the battery. Then put the key in (you need it!) and turn it to "on." Remove the steering wheel and the ignition switch just slides out.
For an early SB, pull the turn signal handle towards you. Pull again to turn off. If this doesn't work you either have a bad relay, or the wiring needs troubleshooting. To turn brights on in a 1974 Super Beetle, step on the floor button on the left.
Lower the right lever near the right seat on the transmission hump near the shifter to turn the heat off. Raise it to get heat. Left side is for defrost or foot air. I believe the '69 had a manual lever in the foot heat vent also if you wanted to turn the foot air completely off and still have the air for the defroster.
