Try this.
1. turn the key to the ON position, foot off the brake
2. cycle the odometer with the trip reset button until the ODO is displayed (not trip A or B )
3. turn the ignition to the LOCK (OFF) position
4. unbuckle the driver's seatbelt if it was buckled.
5. turn the key to the ON position. when the dash lights have come on, press and hold the trip reset button and count a slow 12 seconds. ( iv Heard people that have had a hard time with 12 seconds ......Try 20 seconds....works for me every time.)
6. while still holding the trip reset button, buckle the driver's side seatbelt.
7. the odometer display should read "b ON" or "b OFF". toggle the beep OFF with the trip reset.
8. the process should be completed when you unbuckle or turn the key off.
I tried all these things on my 2008 Canadian Rav4, and nothing worked. Here is a much simpler fix.
1. Remove dash front bezel, snaps out.
2. Unfasten 2 top screws
3. Pull instrument cluster out, unplug connector, and remove.
4. Separate white backing on cluster.
5. Locate Black Piezo buzzer, with gold disc in hole.
6. Place flat blade screwdriver, under buzzer, and pry up slightly, move to opposite end and slowly work unit out.
7. It will pop out and you'll have 2 metal probes sticking out.
8. Your problems are solved. Reassemble
Footnote: I disconnected the battery first, only because I was always bumping the horn with my hand. Initially, I was just trying to remove the top of the piezo cover, so I could pop out the gold disc, but the whole thing came out, which suited me fine. You might be more successful, at removing the cover only, in which case you can reassemble the unit, should you ever wish too.
Footnote2: This is a much better fix, than bastardizing the seatbelt connector, since the seatbelt light, and airbags, still work as normal, but you eliminate that wretched, chime only. I was slightly concerned that the computer might sense a malfunction with the circuitry, of the missing piezo, but that wasn't so.
Footnote 3: If your really too chicken to mess with the piezo, this also works good, take a tube of silicone, get a fine tip, squirt into the hole of piezo, let dry an hour reassemble. (I do this to all my UPS power supplies, so I can watch tv in piece, if the power goes out.)
