On a Renault Megane Scenic, the output speed sensor is usually situated behind the gearbox. It can only be felt because it is small and has wires connected to it.
It is not recommended by the manufacturer to remove the speed limiter on a Fiat Doblo. The speed limiter is installed for the safety of the vehicle operator.
As stated previously, many of the countries where Renault trucks are marketed have laws regulating the speed at which these vehicles must be governed at. If you're not in such a country, and you have the authority to have this done, you go to the dealership, have them hook up the software, and get the parameters for it changed.

The governed speed is programmed into the motor's ECM, and requires reprogramming by a technician with the appropriate NexIQ box. If you're in a country where the speed settings are mandated under law, you'll find this a bit difficult to accomplish.

You do not get rid of the speed limiter. It is in the engine control computer and you would have to have it reprogrammed.
