On a MkIV VW Jetta / Bora like yours, you simply pull the headlight switch OUT one click to turn on the front foglights, and another click to turn on the rear foglight, if so equipped.
Check the spare tire sensor.
If the tire pressure is correct, the sensor should turn off by itself after a brief drive. It will not turn off if the battery is bad in one of the sensors mounted inside the wheel or there is some other problem with the sensor.

Yes - as the sensor could get damaged in the collision.
Either they are both burnt out or they are not getting any power to them. If you dont have a circuit tester then take it to a garage and have them check it out.
