Are you are talking about the ac/heater blower motor with climate control? If so just had mine fixed this last week. --'Blower resistor module-P/N#D15 15-71971'--- $195---Had local mech. trace and fix problem . unsure how to access module.

The starter on a 1992 Buick Riviera is located in the undercarriage on the driver's side of the motor. It cannot be accessed from the top because there is no room for a wrench to turn the bolts.
Your hazard/turn/cruise module in the steering column has failed. The third light still works because the third brake light switch is mechanical tied to the pedal.
rmove the radio and it is directly behind it.
lay down just under the turn signal. you will find a panel under the car undo the two screws remove panel door the rest is a cake walk
start the car. the alarm should turn off
I have a 1986 Buick Riviera that the same thing happened to and it turned out to be a fuse blown on the GCC CRT unit. I went ahead and bought a used CRT from a junkyard for about .00.
The fuse is blown.
The number of time it flashes it telling the driver a code error number. Generally, if it is turning on and off at random times, it is just a wire out of place, the needs to be fixed.
I have a '96 Riviera and if they have the sensor for nighttime driving like mine do you cannot drive with the lights off if it is dark, but you can push the knob bellow the light switch all the way to the left where it says Lights Max or something like that. this will turn the lights off while car is in Park, at night otherwise the lights should stay off in the daytime
Easiest way is to just pull the horn relay.
