Either use the key given with the bike to turn the immobilizer off. (If you don' have it) Get a new CDI.
If its a Diesel, its probably the Diesel Stop switch. Located on the Diesel Fuel Pump.

Its all electronics. Either turn your fuel pump off manually by cutting power supply. In practice, when you turn switch off, hdi pump and injectors stop as well. There is no mechanical valve.
push the button down.
Hold in the oddometer reset stalk then turn the key into the on position, without starting. Then watch it count down to zero on the display and reset to 20k
Weak fuel pump Bad injectors
Service your car.
Press the "off" button.
Correctly locate the timing pin and then ensure that the camshaft sprocket is locked with the bolt. The camshaft sprocket bolts are then slacken and then you fully turn the camshaft sprocket clockwise in the slotted holes. Slacken the bolts in the injection pump and you fully turn the injection pump sprocket clockwise without resistance. Finally you fit the belt in the crankshaft sprocket.
Check to make sure the basket part of your pump is full of water. If it is an above ground pool an easy way to fill the pump basket and prime the pump is to turn off the pump and set the filter valve to "backwash". Turn pump on and run until water in sightglass runs clear. The pump should have achived primed now. Turn pump off and reset valve to "filter", turn pump on. I do not take off the pump basket lid because the water will come out of it very fast and it is very difficult to replace the lid with all that water gushing up(unless you have shutoff valves or plugs for the lines. I do not have them).
