I had one day when I came across a very compound issue connected to excel file. To my good fortune I could work out such problem and perhaps it might be useful for this trouble.
open file in excel 2007 then press ribbon and go to Save as, you will see Excel 1997-2003 Workbook option, click on it and save file.
A spreadsheet that you create and save with Excel is an example of a file.
From within Excel, File Menu>Save As>Save As Type>CSV

The short answer is maybe, but you will not change the file date just by opening the file. When you save a file, it will display the date and time when you saved it (as set in your computer date-time settings). Excel will ask you if you want to save the file when you exit (assuming you did not change the default settings). You can choose to leave the file as is (same file date) or save the file (current file date). An exception to this would be determined by your auto save settings on Excel. If you make any changes to the file, Excel might automatically save the file (thus, changing the file date). Additionally, windows may save the last-accessed date. Bottom line, if you want to view an Excel file and not change the date, save the file to a different name as soon as you open it. Then examine the file copy.
The Save command cannot be undone.

You can open a 2007 Excel spreadsheet with Excel 2003 if you save the file in Excel 2007 using "Save As" and select the 2003 compatibility mode.
If you renamed an Excel file it would still be an Excel file, but Excel may not recognise it as such. It would be far better to open the file and then go to the File... Save As menu, select the file type as either Text (Tab-delimited) or csv (Comma Separated Values) give it a filename and click Save. You would then be able to open it in any text editor. Note that you can only save one worksheet, so if you had several worksheets you would have to save each one as a separate file.
