To unlock the steering wheel on a 1993 Honda place the key in the on position. Doing so will free the steering wheel.

Your safety course will train you on probably something like a 250 cc Honda Rebel motorcycle and you will take the test on something like that. It would be much harder to pass the test on a scooter, so be glad if you can take the test on something larger.
