Typically, that's impossible unless you CHEAT. Sorry, I don't know the codes, but you can search them on Google or something. I tried before, just typing in the wrong codes can crash the game and if you type like 20 in a row it'll freeze. So, do a few every ten minutes or so.

∙ 15y agoOnly at the time you select them, you get the option to change your mind before you save and move on. The only other optin is to go back to a save before you selected the perks however this may involve you going back quite a long way for little reward.

No. Perks are only ever granted on level up, and there is no shortcut to get the better perks apart from training the skills to the prerequisite level.
