To unlock the "Recon" Armour permutations, you must complete all "Vidmaster" achievements across Halo 3 & Halo 3 O.D.S.T, once all these are completed, you must have a Bungie.net account, when you are logged in on the site, you should see a box saying "Road To Recon" when you click on this you should see a message saying you have unlocked recon armour or somthing similar, and so when you next play Halo 3 and check the armour set screen, you can put recon on your spartan.
