The time must be, 11:20 pm to 12:00 am, It should not be Sunday and must be a sunny day.. Plus, make sure Carter is not married.. :)
i have the same problem as yours. i think it's because we haven't experience the other flora's heart events. anyway you can also unlock it after you have a baby. so, no worries (:
