From your desk-top - right-click on any part of the screen (so long as your cursor isn't over an icon). Select 'Personalize' from the pop-up menu. On the new screen that shows, towards the bottom is a link marked 'Desktop background' click on that. You can then use the 'Browse' button to look for a new background on your computer. Once selected - click on 'Save changes' - and you're done !
To unlock the desktop background for Windows 7 put in the password for the main account of the computer if there is one. Then go to the settings section and scroll to desktop settings. There will be a section that holds an option to unlock the background.
Find a picture on the internet, or in your personal files. Right click on it and select "Set as Background". This will make it the only one, but if you want it to cycle through multiple pictures, you can participate in the tutorial on the link below.

If you have the same laptop I have, it came with Windows 7 STARTER (this is important!) If you have Starter, you can't change the background. Ever. This seriously annoys me, but there is no way to change it. If you have xp or Windows 7 (NOT STARTER) usually there is the Control Panel, and then Appearance and Themes. Then select Desktop and change the picture. (If this is what you have!)

You need to set the wallpaper you want in the Control panel under Appearance. Then it won't be blank.
Well, when I go into control panel -> change desktop background-> Internet explorer it says the directory "C:\Users\*username*\AppData\Roaming\Microsoft\Internet Explorer (1)". Not positive if its the same for everyone but is should at least tell you were its kept when selecting the background.
