Just like a PC might run Windows as it's operating system, a PS3 has Firmware. If you have an internet connection on your PS3, you'll get a notification saying that your PS3's firmware needs to update automatically. If not, try pressing "Software Update" at the top of the Settings bar and seeing if there are any new updates. If you don't have an internet connection, you can download the latest firmware from the Sony PS3 website, put it on a flash drive and then insert that into your PS3 and install it from there. http://uk.playstation.com/help-support/ps3/system-software/download/
While it is true that the PlayStation 3 cannot update if it is off, the playstation does not need to be continually on. If you know that an update is needed, you can turn it on, update the playstation, then turn it off. If the playstation is not downloading the update or applying the update it can be turned off. An update can't even be started without the user explicitly starting the update. Depending on your internet speed, updates can be fast (< 5 mins) or slow (hours).
