No. There are lots of reason why someone might create an account and then stop using it. They might not want to keep paying for a membership or might not have the money for a paid membership. They might not want to keep playing with the free membership because you can't access everything on Moshi Monsters with a free account.

You could go to the Clubpenguin Homepage and scroll to the top and click on MemberShip. You could either Activate your card for membership which can be purchased at Wal-Mart or at stores that sell online gift-cards, or purchase it online. How to purchase it online: you have to click on Manage Accounts and on the side (i guess because I am a child i dont own a parent account!) or somewhere NEAR, there will be information on how to become a member online i believe. You could look it up online how to purchase membership for clubpenguin online....sorry i did the best i could!! :)
