Yes. Windows Movie Maker has a video Overlay. It is located in the Timeline view only though.
Windows Live Movie Maker is only for video editing. You have to record your own video with a webcam or a video camera. Once you record your video, you import it into the editing software.
You can't do that with Windows Movie Maker. The credits can only run on top of a video, not the other way around unfortunately.

An upgrade from Windows Movie Maker would be a "purchased" video editing software application.The latest version of Windows Movie Maker is v2.6. An alternative download is Windows Live Movie Maker (Vista Support only).
You can't do that in Windows Movie Maker. The program is only a basic editing application with limited features and functionality. Unfortunately, there is only one video track to work with. Other (purchased) more extensive editing programs offer numerous tracks for overlaying, but not Windows Movie Maker.

There is only one audio track to work with in Windows Movie Maker. The only other audio track is connected to the Video Track (the video's audio).Therefore, you can only have one video (with audio) in the Video Track and one audio/music insertion in the Music/Audio Track.

You can't overlay a photo on Windows Live Movie Maker (2011). Only text can be overlaid.
You have to highlight them (select them together) or select a folder containing the files to add to your Movie Maker Collections. If the program is not allowing you to do this, then you might need to reinstall the Movie Maker.
Try Publishing or Finishing the movie instead of Saving it.Saving only 'saves the project file'. And that feature is known to be rather persnickety on many versions of Windows Movie Maker.
