Go to Rolith in Oaklore and click 'Stat Trainer'. Bare in mind you can only train a stat up to your current level.

But overall, it really depends on how you plan it out. Save it if you want, and use it later. But I just use mine so I get better attacks and can level up faster and easier and get more skill points. So just choose and ponder a bit, save them up. Then once you find the abilities you want to have, then use the skill points.

It depends on the level of the skill you use it on, and it is approximately equal to the square of the skill. For example, for a skill at level 71, I got almost 5000 points. At level 99 you would get about 10,000 experience points, and at level 120 (possible for Dungeoneering), over 14,000 points.
