right click your wc3 icon and click open file location then in that folder that opens find world editor and open it, world editor doesnt have anything to do with clans

You can't mod world of warcraft and by mod im guessing you mean making new content you can create a private server and mod that by then there would be no players except for you + you'd have to be really good at programming. Once you install the game World Editor should come with it, while u still got the game (disc) you should run it and go to BattleNet where you should download all patches. One patch allows you to run Warcraft3 without having any disc insert at that point; when you have downloaded all the patches you should be able to run WC3 World Editor without any disc.
