Loadouts are not available in Halo 3 but they are in Halo: REACH. Loadouts are chosen in halo reach by pressing the X button when you are killed in multiplayer matches, firefight and at the start of all multiplayer games.
You Cannot change your loadout mid-way through a Halo Reach Single Player Campaign.
