If you mean how to you dial on Niko's cell phone:
For Niko's cell phone on GTA IV (for the PS3): If you click up once on the directional button you get the "Whiz" screen. Then press "X" to get the main menu screen, which lists:
Phonebook (listing short dial for friends and associates)
Messages (showing any text messages received)
Organizer (for appointments etc.)
Camera
Multiplayer
Options (for changes to Ringtone, Keypad tone, Sleep Mode)
SIXAXIS Tutorial
Press "X" to select the required item.
If you want Niko to dial a number (or cheat code), press the directional button upwards twice, and you will get the blank screen ready for number input. Use the directional button to go to the numbers you require, pressing "X" to select each number, then select the telephone icon on the left hand side to ring that number.
