Cookies. A cookie is dropped by the page you are visiting. In the cookie, it records semi-permanent data that the website uses when you revisit the site.
In the case of your question, a simple cookie would record that you have voted already. Theoretically, you could go into your browser settings and delete the cookie for the website that you submitted your vote to. This will allow you to vote once more. Some voting systems do track IP numbers as well, so deleting the cookie may not actually have any effect.
More sophisticated cookie developers will identify you and the machine you are on, then drop an 'identifier' inside the cookie. This allows them to track a whole not more than whether you voted or not, and store that information on their server database.
I'm not sure, can you give any more information? Have you tried googling it? Hopefully that helps somehow.
