While moving and levitating water droplets (or larger quantities of diamagnetic water) is definitely possible using extremely strong magnetic fields, constructing a device small enough, powerful enough, and with the necessary control to move water with the skill and dexterity in the Avatar series, you would require a layer of technology so far beyond our current capabilities in electrostatic physics that it would be entirely pointless calling it human any more.
