I was told by Teledyne Laars that your pilot generator needs to produce at least 500mv to open the gas valve. Mine makes 350mv and will not open the valve. Hmm, I think that should be nearer to 600 mv - 700 mv.

Do you mean that the heater will not shut down either by turning the thermostat down or turning the switch off. If turning the pump off will not shut down the heater it could possibly be one of the high limits or the gas valve has failed in the open position. If the heater will not fire when calling for heat then one or more components has failed. k

A heater control valve can be actuated by either a vacuum line or a cable from the vacuum heater control valve to the heater core. This hose should be warm; if not the heater control valve is stuck and needs to be replaced

There is not a heater valve in a WV Passat. Instead, coolant moves through the heater core at all times.
The heater control valve in a Mustang is located within the engine. It is right in the heater's core and where the coolant is located.
