It is very difficult to be totally impartial, but it absolutely can be done. Many professional writers first gather facts about both sides of the issue, making sure to seek out information from authors who strive to be accurate, and avoiding authors who just want to insult those who disagree with them. For example, if you are researching a political issue, avoid resources (on the web or in books/magazines) where partisans have bad things to say about their political opponents. Look for intelligent explanations rather than angry rhetoric.

Let's say you are writing a paper about Immigration laws. Seek sources that explain how liberals and conservatives see this issue, how immigrants themselves see it, and what the experts (perhaps lawyers or professors) have said about it. Once you have gathered lots of good information (which you will footnote and also list in your bibliography), your job then is to write your report. First, define your topic, giving your thesis statement and explaining clearly what you will be exploring and what your research will demonstrate. Then, you will provide factual information about the various ways of looking at the topic. Finally, you will sum up the findings.

The hardest part of doing any research report is you may find you agree with one side and disagree with the other. But if your goal is to be impartial, you want to help the readers understand each side, so that they will have enough solid information to make an informed decision and understand the issue more clearly.
