Non-fiction refers to writing that is based on real events, facts, or information. It is meant to be informative and factual, rather than fictional or imaginary. Common examples of non-fiction are biographies, textbooks, essays, and news articles.

All of the Law and Order series stories are fictional. However, their theme, 'Ripped from the headlines' is often true in that they take a real story from the news and make their own, fictional version of it. I often recognize the real story that an episode came from. The stories are often very much the same in the beginning of the Law and Order episode, but always takes twists and turns that end the story unrelated to the real one.
Some articles will have the word "Reuters" before, after, or during a news story to signify that the information is being brought to you in part or in majority by the Reuters news agency, based out of London, England.
You should just write a nice business letter. Give them a short description about what you're doing and why they should come out and do a story on it. Don't write more than a couple of paragraphs -- if they're interested, they'll contact you.
