Well I hope you're not an officer cuz a REAL officer would know.

For good conduct (unlikely I'm assuming if your asking the question); Probbly to the Mayor's Office For Criminal Conduct: To your local Sheriff's Office or to the State Police Agency in your area.
Complain to his superiors, or the Internal Affairs Division of his department (if it has one) - if it results in a criminal prosecution then tell the prosecutor. If all else fails contact your local newspaper. BUT!!! You'd better have good proof of what you are saying or you could be charged with the criminal offense of making a "False Report to the Police," or the officer could sue you for 'defamation.'

Violence is not an answer. Try filing a civil lawsuit or an internal affairs claim. Also, arrest without good cause is illegal and the officer can get fired or even imprisoned. Generally, if it sounds wrong or illegal, it is. Keep that in mind.
Absolutely love it and would not trade it for anything in the world. But it takes a certain type of person to be a good police officer.
use good spelling
Generally a police report can be obtained for a small fee. Normally a subject calls the police, they come out and write a report. Sometimes it takes a little longer because of all parties not having enough information. If a person wanted a report and one was not filed, I would first suggest going to speak with the commanding officer of that shift. They can look into why one wasnt written and then they can take the appropriate action to get you your report (even if its just a stat 10 report). If that doesnt get you a report then request to speak with the Chief of Police.Additional: While the above is good advice (in the case of an alleged criminal complaint) - keep in mind that not everything that is brought to the attention of the police is automatically a 'police matter' or that it generates a 'police report.'Many-MANY times things such as civil matters, minor neighbor complaints, reports of problems with other municipal agencies or services, etc, etc) are brought to the attention of the police but over which they do not have control or the legal authority to act. THESE matters oftentimes do NOT generate a report of any type.If the questioner is looking for documentation of one of these types of incidents, they will not find an "official" record of it. Law Enforcement does NOT make a report every single time someone speaks to them about something.
