If the Judge in a Court of Law believes you are disrespectful of the Court then the Judge can find you guilty of Contempt of Court. In some jurisdictions that can mean a fine, time behind bars, or both.
In a letter a judge is addressed as "The Honorable (followed by name)" In court a judge is address as "Your Honor" or as "Judge."

A letter should be written to the judge if an extension is needed for a court appearance. It should state the date of the court appearance and the reason needed for the extension.

If you failed to appear for your court hearing, the judge will issue a warrant for your arrest. It is best to turn yourself into the police to rectify this situation.
If by notice to appear you mean appearing in court, no it is not, until a judge finds you guilty you will not be charged with an arrest.
