Scripts are written using a text editor that does not perform markup on the text. For example, Microsoft Word would not be a good text editor, since it stores formatting information inside of the file. Notepad, Vim, gEdit, Programmer's Notepad, SciTE, and many others allow editing a text file in a way that can be used by the scripting language. Some specialized editors will allow you to insert common constructs, such as conditional statements, allow "collapsible" code, or even offer code completion or syntax highlighting (or all of the above).
Once you have the editor of your choice, and you've learned about the scripting language you'll be using, such as Ruby, Perl, PHP, Python, etc, the next step is to visualize what you want the script to do. For a small script, this can be as simple as declaring what your intent is. For larger scripts, a design document can be useful for preparing to write the script.
Finally, you write the script into the text editor, and save the file to your computer's secondary storage somewhere (such as your home folder, or the folder of your web server, etc). Some systems require an "executable" bit (such as Linux), so you may need to type a command to make the file executable by the system. If all goes well, you can run your script.
