You can't get married but you can be partners
As of the new update you can get married and have kids! First your Sims must be partners. Make sure you are higher than level ten, then complete your life goal (or if it is too expensive click on the check mark to skip it). The next life goal should be to get a Sim to propose. After proposing have the Sim 'Ask to Move In' and have Sims 'Be Romantic' to each other until they are married.

Well it depends on what version of the sims you are playing. On the Sims 2 pc, the sims have to be in love for you to choose the option to propose engagement. There is no option to propose on the Sims 2 Nintindo DS. Most Sims 2 wii and p2p games you cannot propose. Although for Sims 2 xbox you can propose and get married but you cannot have children or age. The Sims 3 pc you can propose, marry, have children, the whole deal.
