It leans towards the Democratic Party.

In Presidential elections, it has been carried by the Democratic party in every election since 1992. Prior to that, it tended to be carried by the Republicans.

The State currently has a Republican Governor, but the legislature is strongly Democratic.

California representation at the Federal level leans strongly toward the Democratic Party and both the State Senate and State Assembly are controlled by that party. In Presidential politics California leans toward the Democrats but they did vote for Abraham Lincoln and Ronald Reagan and Arnold Schwarzenegger holds that States Governorship for the Republicans.
