Charizard can only learn Outrage through breeding or from a Move Tutor in Pokémon Black 2 and White 2.
You can breed any female Pokémon of the Charizard line with a male Pokémon that can learn it through level-up, like the Axew line, the Dratini line, the Deino line, a Druddigon or a Goodra.
There are other possible combinations but the ones mentioned are the fastest and the easiest.
This depends if you are referring to Mega Charizard X or Mega Charizard Y. Mega Charizard X is black and blue with darker blue wings. Mega Charizard Y has similar coloring to regular Charizard and is orange and yellow with turquoise wings.

You can't catch Charizard in Diamond. You'll have to migrate or trade Charizard to get it in Diamond. You can have a Charizard in FireRed/LeafGreen and HeartGold/SoulSilver and X/Y, if you evolve Charmeleon. To get Charmeleon, you need to evolve Charmander or in X/Y you can find it at the Friend Safari. In FireRed/LeafGreen Charmander is a Starter from prof. Oak and in HeartGold/SoulSilver you can get it as reward from prof. Oak for defeating Red.
Charizard Y has a much higher Attack stat than Charizard X, But Charizard X can boost its Attack, Defense, and Special Attack stats, and he can deliver some heavy damage. Overall, Charizard Y is better.

Charizard is not capable of naturally evolving further however as of Pokémon X and Pokémon Y, Charizard is capable of mega evolving into Charizard X or Charizard Y. Your trainer will need the Mega Ring in Pokémon X or Pokémon Y and then Charizard will need to be holding one of its respective Mega Stones in order to receive the option to mega evolve.
Btw his Charizard has Charizardite Y and his Mewtwo has Mewtonite Y.

Charizard is the the final evolution of the line beginning with Charmander. It cannot evolve into another form (at least in the non-hacked games). It can, however, breed (at the Pokemon Daycare) and produce an egg which will give you access to an earlier evolution. Charizard can also Mega Evolve into two forms: Mega Charizard X or Y using Charizardite X or Y. Mega evolution, unlike regular evolution, is temporary, only happening during battle.
Trapinch can learn Dig by itself at level 29 in Pokemon X and Y. In Pokemon Omega Ruby and Alpha Sapphire, it can learn Dig at level 19.
Dive is no longer a TM or a HM in Pokemon X/Y. You'll have to have a Pokemon learn it naturally.
