As it turned out, yes, Cleopatra did betray Egypt. When Octavian landed in Egypt, but had not yet entered Alexandria, she tried to negotiate with him to let her children rule, as she was desperate to keep her dynasty alive. She sent him a large bribe and also her symbols of office. By this act you would have to say that she betrayed Egypt.

Cleopatra dominated Marc Antony by using her wealth as a weapon. However it wasn't a piece of cake for her. She knew very well that Antony needed her financial backing for his Parthian war and was determined to enhance Egypt in exchange for her support. She also knew very well that Antony could at any time just march into Egypt and simply take over the country. So she had to use her personality, lavish banquets, sex, and all the luxuries at her disposal in order to break down his resistance.
