The Doolittle Raid was in retaliation for the attack on Hawaii on 7th December 1941.
It had a political and psychological effect out of all proportion to it's military importance.
The raid on 18th April 1942 impressed on the Japanese government/military that their homeland was not sacrosanct as they wished it to be. It was one of the reasons put forward for the later attack on Midway which was such a devastating defeat for the Japanese Navy.
