During his presidency, Eisenhower implemented a foreign policy scheme he called the "New Look", which consisted of four parts: maintaining the vitality of the American economy while also building sufficient strength to hold off the Cold War; relying on nuclear weapons to fight that war if necessary, or simply to deter Communist aggression; using the CIA to carry out secret or covert actions against governments or leaders directly responsible to Soviet control; and strengthening ally relationships and developing friendships with unaligned countries. Using this "New Look," Eisenhower endeavored rather successfully to protect America from foreign threat during his presidency.
