Some groups have been denied equal opportunities in the past. Discrimination against African-Americans has been very serious, and discrimination against women has also been a long established pattern based upon the presumption that women should have no role in society other than that of wives and mothers. So now, we live in a society that is trying to remedy those problems and to present equal opportunities to everyone, which is only fair. We do not always know the best way to accomplish that, however. So it is an issue.
If the opportunities are different then they are not equal.
