Essentially - Google suggestions doesn't necessarily attempt to FINISH your search, just cut short your search time by providing the most popular searches for the term you are attempting to finish.
During each round of suggestions (as you type), sites are served which may (or may not) fit your query. The greatest thing about this process (in my opinion) is terms appear during the search bar suggestion process which may assist your search by offering terms you would never have thought of.
