"Forasmuch as many have taken in hand to set forth in order a declaration of those things which are most surely believed among us, Even as they delivered them unto us, which from the beginning were eyewitnesses, and ministers of the word; It seemed good to me also, having had perfect understanding of all things from the very first, to write unto thee in order, most excellent Theophilus, That thou mightest know the certainty of those things, wherein thou hast been instructed."
Here, he is saying that the Gospel is what 'Luke' believed about events of the past, as handed down to him from those who he believed must originally have been eyewitnesses. We now know that the principal source that he used was the Gospel of Mark, the first New Testament Gospel. He also used a second source that has been reconstructed from this Gospel and that of Matthew, as the hypothetical 'Q' document.
He goes on to dedicate the Gospel to Theophilus, so that Theophilus will not misunderstand any of the things he has been told. Whether Theophilus was a real person or an allegory for all Christians is unclear - Theophilus means 'lover of God' in Greek.

We do not know where Luke was when he finished his final composition of the gospel. Luke was not an eye witness to the happenings in the gospel he wrote, but relied on eye witness, history, and other archives for his writing's. He interviewed many persons in many places (towns, villages etc.) and so probably kept a ledger (Diary) of sorts and at some point in time and place wrote his gospel.
