it just does, like any other software. but it only remembers the last 20 things you did to your file so be warey of "memory" in photoshop

Don't know how it actually does it, but you can only save layered images in format that supports them. ie: photoshop native files .PSD or layered TIFFs. Jpegs can not be saved with layers.
Photoshop layers may not import into After Effects if the file format is not compatible or if the layers are not properly organized in Photoshop. Make sure to save the Photoshop file in a format that After Effects supports, such as PSD or TIFF, and ensure that the layers are named and organized correctly for easy import.

You can save thumbnail preview with image in Save or Save As dialog. Thumbnails in LAYERS palette you can choose thumbnail options from LAYERS panel options (top right corner of LAYERS palette > Panel Options).
To perform masking in Photoshop, one should carefully be aware of the layers that they are working with. It is of vital importance to save multiple files in order to revert any changes.
Every image contains at list one layer but you can have as many as you want. Layers are separate images which can contain transparent areas or different levels of transparency. People use layers to create compositions in Photoshop because every layer can be edited separately without affecting other layers or composition. When it comes to save image you can flatten image or to save flattened version of image on disc and leave composition as it is with all layers for further editing at later time. In other words saved layered image serves as template which can be edited even after 10 or 20 years.
To Flatten your Layers in Photoshop simply go Layer>Flatten. I recommend saving your image as a psd before you flatten so that you can refer back to your layers. Then flatten and save as a jpg.
You can save Lab images in PSD, PSB, Photoshop EPS, Photoshop PDF, Photoshop Raw, TIFF, Photoshop DCS 1.0, and Photoshop DCS 2.0 formats.

To import a Photoshop layer into Premiere Pro, first save your Photoshop file (.PSD) with the layers you want to import. This allows you to manipulate each layer separately in your video project.
You can save from Photoshop in many formats like JPEG, PNG, TIFF, PDF. Difference is because TIFF can save layers, PDF can save vector data while JPEG and PNG can save only flat image or only pixels. There are and many other formats to save or export image from Photoshop but usually people work and save all their images in PSD format because this format supports all Photoshop capabilities and can keep most of them as editable. Off course when you need image for Web you will save it usually as JPEG to post it but keep original always and my advise is to keep it in PSD format on your computer.
