R19 can refer to insulation as well as to a form of explosives. The Renault 19 is a car which is sometimes calls an R19. R19 insulation is usually found as batts insulating the walls of homes.
R 13 for 3.5" wall cavities, R19 for 5.5". R30 for blown in insulation and batts in ceilings.
Higher strength. If you are framing over 12' you will need to double the 2 x 4s or go to a 2 x 6 stud. Sometimes 2 x 6s are used to make the cavity larger to allow pipes to be concealed within the wall. Sometimes they are used to bump the insulation value from a R13 to a R19.

The more the merrier. R19 at least but add a roof ridge vent if you dont have one. That is cheap - 2-3 hundred. My home has no wall or floor insulation. actually 6 to 8 inches of fiberglass blown or batts is neither too much nor too little for any place in the u.s. always better a little too much than too little.
If there is a ceiling below the floor then you can insulate the ceiling and that will insulate the floor using traditional insulation. If you are looking to insulate a basement floor then one of the cheaper forms of insulation is called Thermo-Tech Ultra Light flooring insulation. There are other forms that you can use but this is the least expensive.
You should do a little more research. Heat pumps are not that efficient in colder climates and may not provide adequate heat. Some Geo-Thermal installs may work however. BG in NJ
