Santa Clause is another name for Saint Nicholas. St. Nicholas has always rewarded children for being good, and punished them for being bad (by giving them a lump of rock, or tree root). Although in the past he only rewarded children in Europe, children all over the world get presents from Santa Clause today.
Some people believe he flies across the Earth on Christmas Eve night with flying reindeers, and he goes into good children's bedrooms through the chimney, leaving them a gift.
Others believe it's a silly rumour to get children excited or to make them do what they're told, and I'm one of those people, and in my opinion it's better to be honest to the children, because they'll look silly when they're older if they believe in Santa Claus and their friends don't, and if their parents tell them it was a lie, they'll be a bit disappointed.

Santa Claus brings presents on Christmas Eve ( I am also writing this answer on Christmas Eve!) because he simply wants to bring happy Christmas spirit in the hearts of families. It is also caused by a tradition by Jesus Christ, whose birthday is on this day. Jesus' presents were gold, frankencence and myrrh.
