The terrorists who caused 9/11 had nothing at all to do with the Iraqi Regime and the basis for entering the Iraq War was to find weapons of mass destruction. However, Bush's administration tried to tie Saddam Hussein to the 9/11 attacks even though there was no link.
Technically, the "war on terrorism" is not a war. Bush never declared a war and he never got the approval of congress to go into Iraq.
