You need a Varnish with UV inhibitors.
UV paint is used in a variety of jobs including car windscreens, eye glasses, and aluminum beverage cans. UV coatings can even be applied on inked paper then dried by exposure to UV.
They paint themselves with blue paint that is the consistency of UV paint and apparently it stinks!

Laser paint contains a phosphorescent pigment. When UV or light falls on the pigment the energy is stored and released again over time, causing the 'glow'. The laser emits the energy, and it does so in an extremely narrow beam, making it possible to 'write' with it.
First, use the best paint you can buy with the best 100% acrylic resins. When mixing house colors, normally the more earthy tones are the most UV resistant ones. When you have the paint made, ask the counter person to formulate the paint using organic colorants, vs synthetic ones. Keep in mind though, that no matter what color you use, paint will fade over time. Using the organic colorants ensures that the paint fades slower.
