You can if the 99 is the new body design / nother words the 99 body will look like the 2003 body. In LATE 1999 chevy REDESIGNED all there engines and transmissions and NOTHING will interchange from 1999 down to late 1999 and up.
Crawl under the car, look up, follow the exhaust pipe from the engine backward and you will see the converter.
Look in your owners manual or take it to the Chevy garage.

The catalytic converter resembles a muffler and is located in the exhaust system between the engine and the muffler.
They don't have one. They have a screen in the gas tank that is suppose to filter all that bad stuff out of your fuel lines. I asked the dealer where it was, and that was what they told me. I haven't had any trouble yet, and I have over 145k on the car.
Look under the vehicle and count them.
It is on the passenger side underneath the exhaust manifold and likely has a heat shield around it so, it may not look like starter.
