Yes the nicotine in electronic cigarettes goes into your system... though not as quickly as with traditional cigarettes. The reason traditional cigs go into your system is because the nicotine is free based with ammonia. Ammonia + the 1000's of other chemicals are what make cigarettes way more dangerous than e-cigs...which have no known harmful effects.
In the UK, electronic cigarettes are subject to the same restrictions as real cigarettes. That means that you have to be over 18 to buy them. The same goes for nicotine patches and gum. It's the nicotine in them that means they're not for sale to minors.
Skoal contains both tobacco and fiberglass. The fiberglass makes very small cuts in the user's cheek that allows the nicotine from the skoal to enter the bloodstream. That is a false statement. Skoal contains tobacco that is lightly salted and flavored. There are preservatives in it as well. It doesn't seem to have as much nicotine in it as other brands such as Grizzly but it definitely gives you a tingle due to the nicotine in it. Because of it's mildness, Skoal is also less likely to cause irritation, swelling of the gums and sores in your mouth. I would like to express that I don't work for skoal. I simply a happy dipper.
