Functionally, a carburetor adds air to fuel in order for it to explode. A straight fuel would not effectively burn in the cylinder without air being added.
The classic carburetor works because of a mechanism known as the Venturi Effect. When the piston of the engine enters its "intake" cycle air is drawn in through the carburetor. This air passes through a small hole and over a jet. The air passes with enough velocity to create the Venturi Effect and, effectively, suck fuel from the jet. The "sprayed" fuel mixes with the air and is taken into the cylinder. See related links for a basic picture.
smack the side of the carb with a hammer and if that doesn't work you will have to tear it apart and rebuild it.

Ok your gonna have to be more specific, you talking about a carberator engine or fuel injection engine. Beacuse a carberator might but fuel injection definitely won't.
