Basically, it mixes gas and air and pushes into the cylinders to ingnite and cause an explosion pushing the pistons down, and turning the crankshaft.
The carbuerator advances the distributer.
You don't have a carbuerator on that Diesel - they are fuel-injected.
there should be a screw in the side of the carbuerator. turn the screw all the way in be careful not to bottom it out tight you will ruin the needle valve. then turn the screw opposite 1 1/4 times this should be good slow idle and also fast idle speed.
This could be a number of problems... Fuel pump problem? Carbuerator / fuel injection problem? Timing problem?
There is a little nut on the top of the carbuerator that you turn. Play with it and see how you get the best results

The only butterfly valve I am aware of is in the carbuerator and contols air flow. Few cans still use this item.
On my 1978 Camaro one vacuum line goes to the EGR valve and the other goes to the carbuerator.
