They do. It's pretty simple. Water in held back, usually by a dam so that when it's released it has more force and volume(amount). Another option is to channel or hose the water into a narrow path so that it flows faster with more force. When the water is released or channeled, it pushes the blades of a giant turbine(like a fan) which turns a generator connected via shaft and generates electricity. The electricity is sent through lines to Transformers where it is amplified in power and sent out for use.

All dams have an overflow channel of some sort. Once the water level reaches this level, excess water escapes over the overflow, so keeping the dam water level constant. In other dams there are inbuilt means to open sluice channels manually or automatically to regulate water levels. When overfull, the sluice opens to release the excess water down stream. Most dams have to maintain a constant flow of water in the stream or river that is below the dam wall, either for leisure (canoeing) or environmental considerations (fishing, farming irrigation, etc).

Water gets sucked into a turbine. The turbine is connected to a magnet and a generator and the water turns the turbine making electricity. That you use in your house and as I type as well.
