Many type one diabetics own glucagon injectors, so that when their blood sugar goes too low they (or someone with them) can inject them with glucagon. Cortisol does raise blood sugar, but it is not used to raise blood sugar. It's used to treat many other diseases, but not the low blood sugar which type 1 diabetics sometimes get.
